Formation of the Digital Academic Press of California State University, Sacramento, was approved by the University's Vice President for Academic Affairs on November 15, 2004, as an entity of the CSUS Library. The Press was envisioned and created by members of the Library staff. It is operated by the Library Systems Office under the direction of the Library Director and Dean, who acts as the executive editor of the Press in consultation with advisory boards assembled to help direct the Press into a full and meaningful publication schedule. Creation of the Press was made possible by a generous grant from the Tsakopoulos Hellenic Foundation.
